Director, Health Systems Development Division
Position Summary:
LPHI seeks an outstanding, results-oriented executive to lead its Division of Health Systems Development. In addition to managing the Division’s operations, this position will play a pivotal leadership role in leveraging and optimizing unique opportunities to improve health created by the convergence of the population-based public health and medical health care systems. This position supervises the Division’s program directors and also works closely with Division Directors for Evaluation and Research, Information Systems, and Media and Communications and other key LPHI staff. This position reports directly to the LPHI Chief Executive Officer.
Overview:
The division has been deeply immersed in post-hurricane health system recovery, expansion and improvement in the greater New Orleans area since fall of 2005. LPHI has developed a strong track record of delivering impact in this area over the past 10 years. The division’s portfolio includes the $100 million federal Primary Care Access and Stabilization Grant, School Health Connection, behavioral health improvement initiatives, and applied research projects. Programming is funded through state and federal grants and contracts as well as philanthropic grants, together exceeding $140 million over the past decade—with much promise for future maintenance and growth.
Federal Health Care Reform and recent changes to Hospital Community Benefit regulations give rise to unprecedented and challenging opportunities to improve population health by creating linkages and synergies between population-based public health prevention systems and programs, community-based clinics (primary care, behavioral health, school health), health information technology, hospitals and specialty medical care providers. In addition, the Division will play an integral quality improvement role in the exciting new federally-funded Crescent City Beacon Collaborative health information technology initiative lead by LPHI in the Greater New Orleans area. The focus of the overall initiative is to reduce racial health disparities and improve control of diabetes and smoking cessation rates by linking technically isolated health systems, providers, and hospitals and to empower patients by increasing their access to patient health records.
Areas of Responsibility:
Executive Leadership
- Participates as an active member of the LPHI’s executive team.
- Strategic planning: Establishes public health goals and priorities; develops short and long range strategic plans for division and agency.
- Personnel management: Directs and supervises the division’s program directors and other key staff; develops opportunities for graduate students within the division.
- Budget development/management: Develops and manages the division’s budget to assure adequate staff, equipment, resources, and other materials to perform the necessary functions; develops contractual agreements; and monitors grants and contracts to ensure compliance.
Resource development and extramural relationships
- Collaborates with the CEO and senior staff to identify, conceptualize and develop major business opportunities in line with LPHI’s strategic and business plan in the areas of health systems and prevention.
- Works in concert with the CEO to advance LPHI’s mission by advocating for public health and facilitating strong relationships among and convening major traditional and non-traditional partners, including federal, state and local government, health care organizations, academia, employers, foundations, advocacy and community organizations, and consultants.
- Participates on local and statewide committees and provides consultation for other state, local and national health programs.
- Gives public presentations and testimony
Program Development:
- Uses a population-based public health systems perspective in conceptualizing and developing linkages between public health, primary care, behavioral health, school health, health information technology, hospitals and specialty care.
- Oversees and provides leadership for division activities in the areas of health systems planning, health care financing, grants management, quality improvement, strategic planning, technical assistance, capacity building in the healthcare sector, systems change.
- Directs and monitors division activities as defined by contract, grant, and agency priorities.
- Uses evaluation and quality improvement methodologies to ensure effective programs.
Desired Qualifications:
- Masters degree in a relevant field and 10 years of experience and growth in applicable settings
- A firm understanding of how public health and the health care delivery system intersect
- Track record of achievement in advancing public policy at a regional or state level
- Demonstrated competence in grants management and compliance assurance
- Proven success in resource development and entrepreneurial thinking
- Evidence of effective cross-sector partnership development and maintenance
Desired Knowledge, Skills and Abilities:
- Understanding of health policy issues, measurement and the science of population health
- Skill in conceptualizing solutions to challenging and complex health care system and health care financing issues.
- Strong interpersonal skills and experience working with individuals and groups from diverse backgrounds
- Outstanding skills in written and oral communication
- Ability to work across an organization with multiple divisions and programs
- Ability to work with local, state and national government, funders and consultants
- Ability to learn new subject areas quickly and handle multiple responsibilities simultaneously
- Working knowledge of Microsoft Applications including Word, Excel, PowerPoint, and Outlook
