Short-term Independent Contractor Position  

Summary of Consultant Opportunity ­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­

In close collaboration with LPHI, consultant will play a key role in helping to increase access to and utilization of high-quality reproductive health services. This project aims to increase the number of providers who regularly screen for and provide reproductive health services in Louisiana by offering comprehensive support to partner health centers.  Core activities of this position focus on data collection and analysis needs to inform strategic planning, development, and evaluation of this initiative.

Consultant Period of Performance

This consultant position will begin November 23, 2020 or as soon as possible and conclude January 31, 2021.

Consultant Scope of Work Deliverables

Data Collection/ Analysis

Assist with ongoing data collection and analysis needs from partners including but not limited to:

  • Collect and organize quantitative and qualitative data.
  • Assist with development and dissemination of data-related communications to appropriate individuals and audiences.
  • Assist in defining and identifying gaps in partner competencies to inform programmatic strategies to support and sustain the provision of high-quality reproductive health services.
  • Perform analysis of quantitative data to identify trends, compare to benchmarks, and assess impact.
  • Perform analysis of qualitative data to identify factors that influence implementation success of the initiative.

 Project Management

  • Update and implement a comprehensive evaluation plan for the initiative.
  • Schedule and coordinate logistical details for follow up with clinical partners.
  • Create and maintain a project data storage system (in collaboration with partner agency).
  • Build trusting, productive relationships with project staff and partners through proactive communication.
  • Respond to requests and complete project deliverables in a timely manner.

Thought Leadership/ Advisory Services

  • In partnership with program staff as needed provide technical assistance to participating organizations via learning sessions, assessments, workflow mapping, team meetings, conference calls, and e-mail.
  • Identify how reproductive justice and equity can inform the evaluation of this initiative.
  • Monitor research and trends in the reproductive health care delivery evaluation space.
  • Update initiative’s existing logic model to incorporate a reproductive justice framework.

Minimum Qualifications

  • Master’s degree in public health, statistics, health administration or related field preferred.
  • Three years’ experience in leading, designing, implementing and monitoring evaluation initiatives in the field of public health or clinical quality improvement using a Reproductive Justice framework, strongly preferred.
  • Experience in reproductive health project evaluation, planning, and management.
  • Knowledge of issues, trends, policy, and published literature related to The Title X Family Planning Program strongly preferred.

LPHI Responsibilities

An LPHI staff person will be responsible to oversee the contract and serve as the key point of contact for the consultant.

Other responsibilities include:

    • Provide background information and available data, as appropriate;
    • Connect consultant to partners, stakeholders, and reference materials, as appropriate;
    • Provide direction and oversight of activities and serve as sounding board for direction and strategy;
    • Keep abreast of activities and progress toward fulfilling the scope of work;
    • Coordinate, lead and/or participate in regularly scheduled progress check-in calls.
