Data Systems Strategy Manager, Bureau of Family Health, Office of Public Health

Position Summary

This position serves Louisiana’s Office of Public Health within the Bureau of Family Health (BFH). This position will be responsible for the management of the Bureau of Family Health main Maternal Child Health (MCH) related data systems including, but not limited to birth, death and fetal death surveillance and Pregnancy Risk Assessment Monitoring System (PRAMS). Major responsibilities include managing the BFH’s State Systems Development Initiative (SSDI) focused on maintaining essential data availability for BFH programs to support population health monitoring, quality improvement and evaluation.



  • Master’s degree in public health, statistics or related field plus a minimum of 2 years of required experience.
  • Experience using quantitative methods and advanced statistical tools and software packages such as SAS
  • Advanced proficiency in Microsoft Word, Excel, and Access, along with knowledge of relational databases.

Primary Duties and Responsibilities

  • Maintain minimum and core data sets, birth, death and fetal death files including file organization, creation of documentation and data dictionaries, and communication with data users
  • Document and maintain file management standards and protocols for the Data to Action Team
  • Conduct data management, analyses and linkages; elevate data for programs and policies, including policy action related to emergencies and emerging threats
  • Monitor BFH indicators and Title V and MCH performance measures including improvement of efficiencies in tracking performance measures by automating processes (including, but not limited to creation of macros and coding templates as appropriate) for data imports
  • Prepare and submit grant progress reports and applications for funding
  • Develop and implement program and surveillance evaluations in support of Title V and PRAMS
  • Perform data management, statistical and technical activities for the linkage, analysis and interpretation of data, including large population level and surveillance data sets
  • Compile analytic results from internal and external data sources, including but not limited to census, other national survey data sources to disseminate to internal staff, stakeholders, policy makers, and the public
  • Manage data requests and coordinate completion by appropriate staff
  • Identify and build capacity for use of new data sources essential to understanding impact of social determinants of health on outcomes
  • Manage automation of data/data dashboard creation for routine public reporting of BFH surveillance indicators
  • Work with external partners to promote BFH data and assist with their data needs
  • Provide consultation to the development and evaluation of PRAMS survey questions in collaboration with the PRAMS Program Manager and Steering Committee
  • Analyze PRAMS indicators and complete annual data reports and annual surveillance reports, and data dissemination plan and communication products
  • Monitor SSDI grant budget and serve as the point of contact with federal funder
  • Participate in the development of MCH programs and policies based on collected and analyzed data to prevent adverse outcomes
  • Serve on national, state and multi-state teams or task forces

Desired Skills, Knowledge and Abilities

  • Experience with SAS, R and Stata analytic software
  • Experience with Tableau or other dashboard software
  • Excellent oral and written communication skills, with the ability to communicate technical information in a non-technical manner
  • Good interpersonal skills and the ability to work well in a team
  • Strong attention to detail
  • Knowledge of deterministic and probabilistic data linkage techniques
  • Experience with linkage software, especially LinkPro and GIS software, ArcGIS.


Starting Salary Range: $51,334 – 70,647 dependent on education and experience.
