Position Summary

The MEL Operations Manager is integral to advancing the MEL team mission to lead and partner with communities to ensure that community members are thoughtfully engaged and represented in equity centered evaluation and research. The MEL Operations Manager works cross-functionally to support MEL projects from externally funded sources and LPHI lead initiatives. The MEL Operations Manager is responsible for providing oversight for the daily operations of all MEL team activities. These responsibilities include oversight of proposal design, project management, creating budget templates, and supporting partner relationships. The MEL Operations Manager also supervises the MEL Administrative Coordinator position. The MEL Operations Manager will work closely with other MEL team members, LPHI program staff, external partners, and community members to support the efficient execution of MEL Team projects and the fulfillment of contractual obligations. These activities include but are not limited to the development of proposals, staffing plans, project timelines, team Gantt charts. The MEL Operations Manager also supports LPHI in the strategic advancement of its four priority areas: Racial Justice and Health Equity; Partnerships and Collaboration; A Healthier Louisiana; A Thriving Organization. The MEL Operations Manager reports to the MEL Director position.

Minimum Qualifications

  • Master’s degree in social sciences, public health, or related field required
  • 3+ years’ experience in grants and/or contract management experience leading teams
  • Experience developing project plans and managing timelines for cross-functional project teams, successfully implementing projects, and producing timely, high-quality deliverables

  • Experience working in partnership with community stakeholders, health systems, and/or academic institutions; strong partner relations skills
  • Experience fulfilling regulatory and legal requirements for research projects, including Institutional Review Board (IRB) requirements and Data Sharing and Use Agreements (DSUAs)
  • Experience with budget management and negotiation
  • Experience with proposal development processes

Primary Duties and Responsibilities  

Project Management

  • Manage multiple projects simultaneously while effectively working with internal staff and external partners
  • Create executable timelines, staffing plans, and general budgets for MEL service contracts and grants. Maintain active projects list for MEL team.
  • Develop project plans, manage timelines, and ensure high-quality deliverables
  • Lead project teams and provide coaching and supervision, supporting team development, goal attainment, and program success; identify, document, and appropriately address employee performance issues; complete annual reviews of direct reports.
  • Coordinate with internal and external stakeholders to assess evaluation needs.
  • Manage budgeting, contracting, legal, regulatory, and other administrative processes; serve as the portfolio’s primary liaison with Finance/Contracts to facilitate prioritization of tasks and monitoring of progress towards deadlines
  • Fulfill regulatory requirements for research projects, including data sharing and use agreements, and Institutional Review Board review/approval at participating sites, and ensure compliance with protocol, agreements, and policies
  • Identify and take initiative to create processes and develop tools to improve operations and optimize efficiency in project execution, support continuous process improvement across the portfolio
  • Support the design and implementation of Program Evaluations and Applied Research Studies
  • Translate stakeholder needs and client requirements into efficient scopes of work
  • Support MEL in the development of dissemination materials, including manuscripts and presentations
  • Ensure quality of report writing by other evaluation staff (coordinators and managers)

Support Services

  • Lead the development and refinement of guidelines for MEL Team operations.
  • Lead training on MEL operation guidelines for MEL Team members
  • Work with MEL and other LPHI staff members on proposal development and report generation.
  • Participate in workgroups and strategic planning to further the mission of LPHI
  • Support the development of national, regional, and local relationships that generate opportunities to evaluate public health programs and inform the field of public health practice
  • Monitor project timelines and staffing needs to ensure the efficient execution of contract deliverables

Business Development

  • Support the development of national, regional, and local relationships that generate opportunities to evaluate public health programs and inform the field of public health practice
  • Identify and assess the appropriateness of funding opportunities
  • Write and contribute to proposal development, defining scopes of work, and project budgets in close collaboration with MEL Team members and the LPHI finance team.

 Salary/Benefits 

  • Minimum starting salary of $55,000.00 dependent on education and experience.
  • A competitive benefits package is offered to all LPHI full-time staff.
