Position Summary­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­

The Bureau of Chronic Disease Prevention and Healthcare Access (BCDPHA), within the Louisiana Department of Health (LDH), is dedicated to improving the health status of Louisiana residents in rural and underserved areas by working proactively to build community health systems’ capacity; providing integrated, efficient, and effective health care services; and promoting healthy lifestyles within each community. The Bureau is branded Well-Ahead Louisiana. This position is located in Tobacco Control and Health Policy (TCHP) Division and reports to the Tobacco Control and Health Policy Division Manager.

The position will be responsible for designing and executing the evaluation components of Well-Ahead’s Division of Tobacco Cessation and Prevention. This includes utilizing evaluation findings to assist in the development of strategies, goals, and objectives that are consistent with Well-Ahead’s mission and aligned with other Well-Ahead programs.

The position is full-time and will be located at the Office of Public Health.

Minimum Qualifications

  • Master’s Degree in Public Health or Social Sciences
  • 2 years of professional experience conducting program evaluation of public health programs
  • Experience in grant writing
  • Experience with quantitative and qualitative evaluation methods
  • Proficient in Microsoft Office
  • Ability to travel as necessary

  • Excellent oral and written communication skills, with the ability to communicate evaluation findings in plain language
  •  Experience with Tableau, ArcGIS, or other data visualization software
  •  Intermediate to advanced Microsoft Excel experience

Duties and Responsibilities

Evaluation Systems Design and Execution (50%) 

  • Lead Tobacco Cessation and Prevention evaluation activities for Well-Ahead, including evaluation of Components 1 and 2 of the National and State Tobacco Control Program grant.
  •  Develop and maintain subject matter expertise in the most current data, trends, and tobacco control best practices according the Centers for Disease Control’s (CDC) tobacco best-practice guidelines.
  •  Engage members of population groups affected by tobacco-related disparities in the formation of evaluation inquiries and coordinate with the Health Communications and Community Engagement team to share evaluation results with individuals reached.
  •  Identify benchmarks for closing gaps for population groups experiencing tobacco-related disparities and improving health equity in tobacco programs.
  •  Conduct key informant interviews with program staff and partners to identify topics for success stories, program strengths and limitations, and other essential information related to grant activities and evaluation.
  •  Monitor grant activity efficiency, efficacy, barriers, facilitators, and lessons learned and provide monthly updates to the TCHP Division Manager.
  •  Advise the TCHP Division Manager and relevant stakeholders on the interpretation of evaluation results and implications for program planning.
  •  Create and maintain an online database to track tobacco grant implementation progress and report activity status to the TCHP Division Manager.
  •  Support evaluation activities of mass health communications interventions, including those geared towards population groups experiencing tobacco-related disparities.

Reporting and Communications (40%)

  • Create and execute annual evaluation plans, in collaboration with the TCHP Division Manager and Tobacco Epidemiologist, which aim to inform and engage program staff and diverse stakeholders.
  •  Assist the TCHP Division Manager with the completion of bi-annual grant reporting requirements.
  •  Create an annual impact statement capturing annual trends towards project period objectives and present to program stakeholders.
  •  Develop an annual success story highlighting program accomplishments according to CDC grant requirements.
  •  Disseminate program accomplishments and evaluation findings to stakeholders via reports, presentations, and appropriate data visualizations.
  •  Complete all other required CDC evaluation and reporting deliverables within grant timelines.
  •  Provide evaluation support for grant applications by participating in grant planning meetings and calls, identifying priority populations, designing evaluation plans for future grant submission, and completing evaluation components of grant program narratives.
  •  Identify opportunities to present tobacco evaluation work at professional conferences or submit manuscripts for publication to relevant academic journals.

Collaborations and Partnerships (15%)

  • Collaborate with the Tobacco Epidemiologist to inform program evaluation activities as well as support tobacco surveillance and data collection. This includes utilizing data from the Louisiana Tobacco Quitline vendor, Optum, to monitor Quitline reach, usage, and 6-month tobacco quit rates among all users and among populations experiencing tobacco-related disparities.
  •  Contribute to the creation of Bureau-wide standards of evaluation practice and participate in the Surveillance and Evaluation work group.
  •  Engage in special projects conducted by the Well-Ahead Surveillance and Evaluation work group.
  •  Develop partnerships with Prevention Research Centers, universities, and research institutions to incorporate expertise and expand surveillance and evaluation capacity.
  •  Participate in the Louisiana Tobacco Coalition and work to engage additional partners to support the sharing of Tobacco data and promote data-driven decision making.

Other Responsibilities (5%)

  • Participate in continuing education activities related to evaluation and health equity, and implement new skills in evaluation activities.
  •  Contribute to the evaluation of other Well-Ahead programs as needed.
  •  Provide support for tobacco-related data collection, surveillance and analysis activities as needed.
  •  Travel in and out of state as necessary to fulfill job duties and support program deliverables, including but not limited to conferences, seminars, meetings, summits, trainings, etc.
