ACA and Medicaid Expansion Reports

The Louisiana Public Health Institute (LPHI) received a grant from BCM in 2013 to conduct a study focused on the implementation of the Patient Protection and Affordable Care Act (ACA) in Louisiana. The original goal was to inform Louisiana community members, stakeholders and key decision-makers about the population health, economic and other implications of the ACA and Medicaid non-expansion in Louisiana. When Gov. Edwards signed an executive order expanding Medicaid in January 2016, we revised the scope of the study for the third and final year of the grant to include a component examining the first phase of Medicaid expansion in Louisiana. Specifically we added an economic analysis of the impact of Medicaid expansion on safety-net clinics as well as interviews with providers throughout the state about their experiences with the initial expansion process.
